As <br />reflected on the submitted preliminary plat, a park area of 4.01 acres is shown as <br />Outlot C. Outlot D is shown as future platting but has been sized to allow the <br />adjacent owner to purchase some of the land and to provide a one lot buffer to <br />the park. The Park Board recommended acquisition of Outlot D as it was shown <br />on the October 1999 plat to expand the area for park. Outlot A which includes a <br />trail corridor is also shown as park dedication. Trail construction should be <br />verified to be above the high water level of the pond. The City Park Board's <br />recommendation in regard to park dedication is attached. The recommendation <br />was based on the October plan. <br />• <br />• <br />Environmental Board Review <br />The Environmental Board reviewed the preliminary plat at their October meeting. <br />They have provided the following comments: <br />1. Attempt to create a buffer to preserve stand of oaks on west side of <br />property. <br />2. City permit flexibility in R -1 zoning standards on street width, lot size, <br />setbacks, frontage, etc., to permit preservation of larger tracts of open <br />space without changing density. <br />3. Project design should attempt to maximize infiltration of storm water on <br />the site and reduce runoff into lakes and naturally occurring wetlands. <br />When runoff into water bodies is unavoidable, storm water should be <br />directed over a vegetated surface via broad swales. The design should <br />attempt to maximize the surface area over which the water flows. The <br />total linear distance of this storm water . treatment train should be at least <br />100 feet between the storm water detention pond and the destination <br />(ditch, lake, wetland). <br />4. Before spreading topsoil the board recommends tilling the soil 8" to 10" <br />deep to maximize the successful establishment of landscaping and <br />minimization of surface runoff due to soil compaction during construction. <br />5. When restoring vegetation to the site, we recommend use of native <br />materials or other plants that require little irrigation or nutrient addition. <br />Use of exotic, invasive species is strongly discouraged. See City <br />Environmental Coordinator for lists of recommended and non - <br />recommended species. <br />The grading plan identifies tree preservation areas with details provided to <br />protect and preserve trees on the western side of the plat which addresses <br />comment 1 as outlined above. Regarding comments 2 and 3, the preliminary <br />plat has previously been approved and the developer is honoring the intent of the <br />open space and wetland /drainage plan. Comment 4 has been provided to the <br />developer and comment 5 has been translated onto condition j in the <br />recommendation <br />
