MEMORANDUM TO: Linda Waite Smith, City Administrator Brian Wessel, Director of Community Development Rick DeGardner, Director of Public Services Marty Asleson, Environmental Coordinator Jeff Smyser, City Planner John Powell, City Engineer Mary Kay Wyland, Planning Coordinator FROM: Carri Villella, Building /Community Development Department Secretary DATE: October 1, 1999 RE: Environmental Board Recommendations CC: Environmental Board Members 410 The following is the Environmental Board recommendations for the projects that were on the agenda: • Athletic Complex The Environmental Board recommends that the Athletic Complex be implemented in a manner that will not only satisfy the recreatikon needs of the city, but will also demonstratre good environmental stewardship. This is a superb opportunity for the city to create a complex that works to enhance, rather than degrade, the environment. The Environmental Board would like to work closely with city staff to make this park a demonstration of the environmentally aware nature of our city. Blue Bill Ponds The Environmental Board recommends the following: 1. The design of the development should be modified so as to create a 50 foot buffer along the eastern edxge of the property to protect the significant stand of hardwoods on the adjacent property to the east. 2. Ponds should be designed to infiltrate water on site as much as possible. 3. The city permit flexibility in R -1 zoning standards on street width, lot size, street setback, frontage, etc... to permit preservation on larger tracts of open space without changing density. 4. Attempts should be made to create an overland storm water treatment train for surface runoff leaving the site. 5. When restoring vegetation to the site, the Environmental Board recommends the use of native materials, or other plants that require little irrigation or nutrient addition.
