Based on our
initial conversations, the scope has been written to assume the two ordinances will be separate
items, but will be drafted and reviewed concurrently.
PROJECT UNDERSTANDING
It is our understanding that the City has some tree preservation and landscaping regulations in
place, but is interested in updating and/or replacing those regulations to improve regulatory
consistency and clarity. These new regulations are intended to achieve the desired level of
environmental protection and aesthetic character outlined in the City's draft Comprehensive
Plan, the 20/20 Vision Plan, and the Handbook for Environmental Planning and Conservation
Development.
The primary objective is to develop standards and review procedures to ensure new development
proposals on private property provide adequate and appropriate tree preservation and
landscaping. However, it is recognized that tree preservation and landscaping issues can also
impact public property, including road rights -of -way. It appears most of the City's existing tree
preservation and street tree regulations relate to public property. Therefore, it may be necessary
to examine the existing regulations for public property to determine if there are any
inconsistencies with the proposed regulations for private property that should be addressed.
WORK PROGRAM
The following work program describes the main project tasks and estimates the amount of time
needed, including meeting time, to complete each task.
An Equal Opportunity Employer
