JAN -19 -2000 10:10 651 292 8083 P.03 /06 <br />Mr. Jeff Smyser <br />01/19/00 <br />Page 2 <br />Task I: Review Existing Regulations <br />This task will involve reviewing the City's existing ordinances, policies, and plans relative to <br />tree preservation and landscaping. These may include: Shade Tree Ordinance, Arboricultural <br />Specifications and Standards, Tree Preservation Plan and Policy, Required Fencing, Screening <br />and Landscaping, the Handbook for Environmental Planning and Conservation Development, the <br />Ecological Resources Inventory, the 20/20 Vision Plan, and the draft Comprehensive Plan. <br />The purpose of this task will be to: <br />• Gain an understanding of how the City currently approaches tree preservation and <br />landscaping, the City's environmental protection priorities, and desired aesthetic character. <br />• Gain an understanding of the City's existing development review procedures and <br />corresponding staff roles and capacity. <br />Time estimate: 6 hours <br />• Task 2: Review Other Regulations <br />This task will involve collecting and reviewing tree preservation and landscape ordinances from <br />other cities in the metropolitan area. Some further research may be done to obtain models from <br />outside the area. <br />Time estimate: 16 hours <br />Task 3: Review Findings with City <br />This task will involve meeting with City staff, the Environmental Board, the Planning and <br />Zoning Board, and the City Council, as appropriate, to review the findings from Tasks 1 and 2 <br />and clarify the intent of the regulations, the acceptable level of regulation, and the City's review <br />and enforcement capacity. To prepare for the meeting(s) a summary of other "good" ordinance <br />language and procedures will be compiled. In addition, outlines for both the tree preservation <br />and landscape ordinances will be developed for City review. It is anticipated that this task will <br />include up to four meetings with staff, the advisory boards, and City Council. <br />Time estimate: 10 hours <br />• <br />
