AGENDA ITEM 6L <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: February 14, 2000 <br />TOPIC: Resolution No. 2000 -16, Order Preparation of Plans and Specifications for <br />Twilight Acres Utility Improvements (Vicky Lane) <br />VOTE REQUIRED: 3/4 <br />BACKGROUND: <br />The Lake Drive Trunk Utility project, constructed in 1999, extended City sanitary sewer and water <br />service to the edge of this subdivision. In response to a petition received from the neighborhood, <br />the City Council ordered the preparation of a feasibility report on the project. This report was <br />received on October 11, 1999. A public hearing to discuss the project was held on November 22, <br />1999. A copy of the minutes from the hearing are attached. <br />Based on the number of petitioners, and per the City Charter, 60 days must elapse between the <br />hearing and any further action on the project. This requirement has now been met. Since the <br />hearing, the property owner at 789 Vicky Lane has petitioned out of the project. <br />The next step in the public improvement process is to order the preparation of the plans and <br />specifications. On this particular project, where an appeal of the assessment amount is likely, we <br />recommend that the City Council hold the assessment hearing prior to awarding a contract for the <br />improvements. Appraisals will be necessary to verify the benefit received by the properties is <br />equal to, or amount will be primarily based on the bids received for the work. The appraisals and <br />the plans and specifications would be prepared concurrently. A detailed schedule is as follows: <br />Order Plans and Specifications February 14, 2000 <br />Receive Plans and Specifications, <br />Order the Improvement, <br />Declare the Intent to Bond <br />Open Bids, <br />Receive Appraisals <br />Assessment Hearing <br />Contract Execution, <br />Contractor Begins Construction <br />Construction Complete <br />March 27, 2000 <br />April 21, 2000 <br />April 24, 2000 <br />June 1, 2000 <br />August 1, 2000 <br />The above schedule allows for the assessment appeal time to elapse between the assessment <br />hearing and the execution of the contract and start of construction. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution No. 2000 -16 ordering preparation of plans and specifications for the Twilight <br />Acres Utility Improvement project. <br />RECOMMENDATION: <br />Option No. 2 - Adopt Resolution No. 2000 -16 ordering preparation of plans and specifications for <br />the Twilight Acres Utility Improvement project. <br />
