Lino Lakes City Council Local Board of Appeal and Equalization Meeting Minutes CALLED TO ORDER: April 27, 2026 at 5:30 P.M. RECESSED: April 27, 2026 at 6:26 P.M. RECONVENED: May 4, 2026 at 5:33 P.M. LOCATION: Council Chambers MEMBERS PRESENT: Acting Mayor Ruhland, Councilmembers Lyden, Nelson and Rennaker EXCUSED ABSENT: Mayor Rafferty Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti and Chief of Police Curt Boehme. 1. Call to Order and Roll Call Acting Mayor Ruhland called the meeting to order at 5:30 p.m. 2. Setting the Agenda: Addition or Deletion of Agenda Items The agenda was approved as presented. 3. Anoka County Assessors Report The Anoka County Assessor reported that in Minnesota it is the duty of the Assessor to value and classify property. This is done annually as of the assessment date of January 2nd. All aspects of the assessment, including but not limited to the assessment date, sales period for each assessment and property tax classification are dictated by state statute and under the oversight of the Minnesota Department of Revenue. The Assessor reviewed the sales ratio studies that were used in establishing market values. He reviewed the residential sales tools that were used. He reviewed the Lino Lakes, Median Sale Price vs. Estimated Market Value chart. He presented a table illustrating how values have changed from 2025 to 2026 by property type and how Lino Lakes compares to countywide figures. 4. Local Board of Appeal and Equalization Hearing The public hearing was opened at 5:55 p.m. Robert Nelson, 6733 East Shadow Lake Drive, Lino Lakes, requested that his valuation be reconsidered and reduced. He stated that he is an original owner of the property, that when he purchased the property it was one of the smaller building designs offered by the builder. That recently other properties have made significant site improvements, driving up the valuations in his neighborhood. Jesse Johnson, 769 Country Lakes Drive, Lino Lakes, discussed two sales that took place along his street. One sale was $607,000 and Anoka County had the assessed value at $765,100, and the other sale was $899,000 Anoka County had the assessed value at $914,000. He thought his Page 1 of 3
