Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: May 11, 2026 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:27 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Lyden, Nelson, Ruhland and Rennaker <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Human <br />Resources and Communications Manager Meg Sawyer, Community Development Director Mike <br />Grochala, City Planner Katie Laresen, City Engineer Diane Hankee and Chief of Police Curt Boehme. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Review Regular Agenda <br />The City Council reviewed the regular agenda for this evening. <br />The Chief of Police reviewed Item 1N, 3M Golf Open Cooperative Agreement. He stated that the <br />City of Blaine is requesting assistance to keep the event safe and secure and they will make the <br />final selection of personnel for the event. <br />The Human Resources and Communications Manager reviewed Item 3A, Appointment of Police <br />Officer. <br />The Chief of Police stated that regarding the overall recruitment of Police Officers, conditional <br />offers have been made to current CSO's, and the department will be conducting additional <br />candidate interviews in the next two weeks. <br />The City Planner reported that Item 7A, Lyngblomsten Planned Unit Development (PUD) <br />Amendment #4 — Mixed Use Building, was presented in detail at the last City Council Work <br />Session and there have been no changes to the plan since that presentation. <br />Council Member Ruhland asked if the conditions for Resolution NO. 26-66, CUP for Residential <br />Apartments for Lyngblomsten needed to state that the building restricted to ages 55+. <br />The Community Development Director stated that the resolution would not need to include that <br />specification. <br />Page 1 of 3 <br />
