Planning & Zoning Board <br />February 9, 2000 <br />Page 2 <br />A. Highland Meadows, Site Plan Review for Townhomes and Final PDO Plan <br />Staff advised that on January 10, 2000, the City Council approved the amended <br />preliminary plat and amended PDO for the Highland Meadows subdivision. TSM <br />Development has submitted a complete site plan application for the townhome <br />development which is subject to the review of the Planning and Zoning Board for <br />recommendation and approval of the City Council. The applicant has also submitted the <br />Final Plat for Highland Meadows West and is seeking approval for the Final Plat to <br />proceed. <br />The site is zoned R -3, Medium Density Residential, and is designated for Single Family <br />Residential use in the City's Comprehensive Plan. To accommodate the development <br />proposal, approval of the Site Plan review for the multi - family area and Final Plat for <br />Highland Meadows West would be necessary. <br />TSM Development has submitted an application for Final Plat. The request is to plat 55 <br />single family lots, 52 multi - family lots, a lot for common space in the multi - family area <br />and Outlots A -F as Highland Meadows West. The p osed final plat is consistent with <br />the approved preliminary plat. <br />Staff presented the site plan, advising of exte t ations, and access points. The <br />landscape plan was presented and areas of . dditi s slantings and landscape treatment <br />pointed out. Staff has asked that access t nd 36 be modified to provide a <br />better circulation pattern and added • � s c taff found the site plan is consistent <br />with the general layout submitted .r minary plat and it meets the intent of the <br />ordinance regulations. <br />The final plat is also consist <br />approval of the Final Plat for <br />the Highland Meadows Multi -Fa <br />e approved preliminary plat. Staff recommended <br />d Meadows West and approval of the Site Plan for <br />ly Area based on conditions. <br />Mr. Rafferty noted the front elevations and asked if color restrictions are placed on the <br />project. Staff stated she did not ask for that information since the City's ordinance does <br />not provide for that type of restriction. It was noted that all of the units will be <br />constructed by one builder and a homeowners association will be involved. <br />Mr. Rafferty inquired regarding Outlot C. Staff presented a diagram that identified the <br />location of Outlot C which is part of the same plat but not adjacent in location. <br />Mr. Corson asked about the option of using the green space area for infiltration from the <br />driveways. Staff stated it was felt to be a maintenance concern since it is generally only <br />two feet wide. <br />Mr. Smyser requested further clarification on the staff recommendation and conditions <br />being placed. <br />• <br />• <br />• <br />
