• <br />• <br />• <br />Parcel C into West Shadow Ponds. That development was approved by the Planning and <br />Zoning Board and continued at the November 23rd, 1998 City Council meeting. Mr. <br />Carlson subsequently requested a delay in Council action which is still pending. <br />This minor subdivision request is intended to finalize purchase agreements between Mr. <br />Carlson and the Junes and Rehbeins. The resulting parcels, new C and F, would be <br />combined with the 1997 Parcel C and held for future development (West Shadow Ponds). <br />Parcels B and E would remain as existing homesteads as allowed within the Zoning <br />Ordinance, Section 3. Subd. 3., 2.b.2 which reads, in part: <br />"Habitable single family homes constructed prior to July 13, 1992 may reduce <br />their lot size to a minimum of one (1) acre if the balance of the property results in <br />a parcel of ten (10) acres, or is serviced by public sewer...." <br />Parcel B is 6.69 acres with a considerable amount of wetland. According to the <br />ordinance, parcels of property in the Rural zoning district must contain at least 20% <br />upland area. This parcel contains 1.29 acres of upland and 5.4 acres of wetland. We <br />believe the .04 acre shortage in upland is insignificant in this case. Parcel E contains 1 <br />acre with more than 20% upland. <br />The current right -of -way for 62 "d Street is 33'. The City Engineer has recommended a <br />total of 40' of right -of -way north of the 62' Street centerline. This will require submittal <br />of a new survey document prior to Council action dedicating an additional 23.5' along <br />Parcels B, E & F for furture reconstruction of 62 "d Street. This new survey should provide <br />one (1) acre exclusive of right -of -way for Parcel E. <br />The two parcels to be held for future development contain 8.92 acres (Parcel F) and 1.67 <br />acres (new Parcel C). Staff would recommend that these parcels be combined with the <br />1997 Parcel C (8.25 acres). Parcels B and E currently contain on -site septic systems and <br />space for alternate systems should the need arise. These parcels also contain adequate <br />frontage on a public street (62 "d Street). The property owners have indicated a <br />willingness to connect to City sewer and water when, and if, it becomes available. <br />The Planning and Zoning Board reviewed this subdivision at their April 12, 2000 meeting <br />and recommend approval with the following condition: <br />1. The newly created Parcels C and F be combined into one tax parcel with the <br />previously approved (1997) Parcel C. <br />2. Additional right -of -way is dedicated for 62nd Street to provide 40' from the <br />centerline along Parcels B, E, & F. Parcel E is adjusted to provide one(1) acre <br />in area exclusive of right -of -way. <br />
