2 <br /> <br /> <br />The rezoning is consistent with the Zoning Ordinance and Comprehensive Plan . The proposed development density of 2.75 <br />units/acre is consistent with the Comprehensive Plan in terms of residential use and density. <br /> <br />Subdivision Ordinance and Comprehensive Plan <br /> <br />The PUD Development Stage Plan/Preliminary Plat has been reviewed for compliance with the <br />comprehensive plan, zoning and subdivision ordinance. The proposed rezoning and PUD <br />Development Stage Plan/Preliminary Plat are not considered premature and they meet the <br />performance sta ndards of the zoning and subdivision ordinance. <br /> <br />The Saddle Club property represents the final link of a multifunctional greenway corridor <br />stretching from Deer Lane (west of Foxborough) to Birch Park (east of Preserve at Lino Lakes). <br />The preliminary plat c reates 6 blocks with 55 lots and 4 outlots. Open space, wetlands and <br />natural resources will be protected with conservation easements. Pheasant Run South will <br />extend from the east and connect with Old Birch Street as a local road. Fox Road will extend <br />nor th -south and terminate at the southwest property line to provide future connection to the <br />existing Fox Road in the Foxborough as was required and designed with that development. <br />The City will require payment in lieu of land dedication for purposes of publ ic land dedication. <br />A public park trail will be constructed by the developer along the southern portion of the <br />development which will connect the existing trail in Foxborough and Preserve. A Tree <br />Inventory and Tree Removal Plan, Tree Removal Worksheet an d Landscape Plan have been <br />submitted which identifies existing trees, trees to be removed, new plantings, basic use area, <br />natural resource conservation area and natural resource protected area.
