Dairy Queen <br />June 26, 2000 <br />page 6 <br />• Parking <br />For fast food restaurants, our code requires at least 15 parking spaces per 1000 sf of gross <br />floor area. For the purposes of calculating parking spaces, the ordinance requirement is <br />to use 90% of the floor area. That is, 90% of approx. 1655 sf is 1490 sf, or 1.49 x 1000. <br />Fifteen parking spaces x 1.49 = 22 spaces required. This site plan shows 22. <br />• Roads, Access, Circulation <br />There will be one driveway access to the Dairy Queen site on Northern Lights Blvd. <br />Entering vehicles can either proceed into the parking area or turn right for the drive - <br />through. <br />Northern Lights Blvd., like the utilities, has not been dedicated to the City. This will be <br />addressed as part of the final plat review. The City Council discussed the right of way <br />width in 1997. While our current standard is 80 ft for a commercial road, the City <br />Engineer in 1997 recommended 60 ft.. <br />The Lino Lakes side of the 21st Ave. right of way will be dedicated as part of the final <br />plat, as shown on the draft final plat. Work on completing this portion of 21st Ave. and <br />Northern Lights Blvd. can begin with the completion of a developer's agreement, which <br />typically is part of the platting process. <br />The City Engineer's memo addresses these issues further. <br />• Park Dedication <br />The Park Board met April 3 and agreed to the cash dedication per City policy of $200 per <br />1000 sf. For the Dairy Queen with 1655 sf, the dedication would be $331. <br />• Conditional Use Permit Findings <br />As stated in Sec. 2 Subd. 2.B.7., the Planning and Zoning Board shall recommend a <br />conditional use permit and the Council shall order the issuance of such permit only if it <br />can make findings that the proposed use at the proposed location: <br />a. Will not be detrimental to or endanger the public health, safety, comfort, <br />convenience or general welfare of the neighborhood or the City. <br />b. Will be harmonious with the general and applicable specific plans and policies of <br />the comprehensive plan of the City and this ordinance. <br />c. Will be designed, constructed, operated, and maintained so as to be harmonious <br />and appropriate in appearance with the existing and/or intended character of the <br />general vicinity and will not change the essential character of that area. <br />d. Will be served adequately by essential public facilities and services, including <br />streets, police and fire protection, drainage structures, refuse disposal, water and <br />sewer systems, and schools; or will be served adequately by such facilities and <br />
