Twin City Fab, Inc. <br />August 28, 2000 <br />page 4 <br />A shared driveway provides access to the site. The driveway will be shared by TC Fab <br />and the Marmon Keystone site on the west. The driveway is consistent with the joint <br />powers agreement with Anoka County that covers the number and type of accesses on <br />Apollo Drive. A shared driveway agreement between the two sites will be necessary and <br />staff is recommending that one be submitted for City review as a condition of approval. <br />In reviewing shared driveways, we must consider potential traffic conflicts in the <br />driveway itself. Vehicles leaving the sites come from two directions and mix in the <br />driveway before exiting onto Apollo. For example, a car leaving the TC Fab parking area <br />to go west on Apollo crosses the path of a car leaving the other site and going east on <br />Apollo. The potential problem is reduced as the mixing point is moved farther back from <br />Apollo. Numerous site factors influence the location of the parking drive: the location of <br />the pond in the rear of the site, the area needed for trucks, the resulting building location, <br />and the needed parking. The applicants have moved the parking drive as far back as <br />possible given the constraints. Moving it farther would reduce the ability to expand the <br />building to accommodate growth in the business. <br />• Park Dedication <br />Park dedication will be subject to the City policy of $133 per 1000 sf of commercial <br />building. For TC Fab, with 19,200 sf, the dedication would be $2554. <br />• Outdoor Storage Conditional Use Permit <br />Outdoor storage is allowed as a conditional use in the LI zone per Ordinance 02 -00, <br />adopted this past February. Two sets of findings must be made. <br />Findings for All Conditional Use Permits: As stated in Sec. 2 Subd. 2.B.7., the <br />Planning and Zoning Board shall recommend a conditional use permit and the Council <br />shall order the issuance of such permit only if it can make findings that the proposed use <br />at the proposed location: <br />a. Will not be detrimental to or endanger the public health, safety, comfort, <br />convenience or general welfare of the neighborhood or the City. <br />b. Will be harmonious with the general and applicable specific plans and policies of <br />the comprehensive plan of the City and this ordinance. <br />c. Will be designed, constructed, operated, and maintained so as to be harmonious <br />and appropriate in appearance with the existing and/or intended character of the <br />general vicinity and will not change the essential character of that area. <br />d. Will be served adequately by essential public facilities and services, including <br />streets, police and fire protection, drainage structures, refuse disposal, water and <br />sewer systems, and schools; or will be served adequately by such facilities and <br />services provided by the persons or agencies responsible for the establishment of <br />the proposed use. <br />e. Will not create excessive additional requirements at public cost for public <br />facilities and services and will not be detrimental to the economic welfare of the <br />community. <br />
