MEETING DATE: August 28, 2000 <br />TOPIC: Town Center Development Standards Endorsement <br />CITY COUNCIL ACTION: 3/5 vote <br />BACKGROUND <br />The City received a grant in 1998 to plan our Town Center. We have applied for additional <br />money —$1.5 million —for implementation. We are rated at the top of the list. The Met <br />Council has let us know that the development standards are important to show the City is <br />serious about implementing a mixed use, compact development plan. While we have yet to <br />process the zoning amendment to adopt the standards officially, we need to show substantial <br />support for the Town Center concept. <br />The statement of endorsement below will show support for the Town Center concept: a mix <br />of uses in a compact, walkable design. EDAC voted to adopt a statement indicating support <br />for the standards. The P & Z voted 6 -0 to adopt the statement with two minor changes, <br />which are underlined. <br />Endorse the preliminary and draft Town Center standards as recommended by staff <br />with the understanding that the City may revise specific language and requirements in <br />the standards. (The signage standards (section 3.8) will be temporarily pulled from <br />the standards for further review.) Revisions would occur as part of the process for <br />amending the City's zoning ordinance to include standards for a new Town Center <br />zoning district. <br />The public hearing and discussion over the past four months has been for educational <br />purposes. We will have to process the Town Center standards as an amendment to the <br />zoning ordinance. Staff intends to schedule the public hearing for the zoning amendment for <br />the September 13 meeting of the P & Z. There will be two elements to the zoning <br />amendment, rezoning the land and the new standards. Staff continues working to revise the <br />document and will have it completed for the public hearing. <br />OPTIONS <br />1. Adopt the statement of endorsement of the Town Center standards. <br />2. Do not endorse the Town Center standards. <br />RECOMMENDATION <br />Option 1 <br />
