Planning & Zoning Board <br />January 9, 2002 <br />Page 13 <br />APPROVED MINUTES <br />Mr. Corson noted the cul-de-sac appeared very small, being located entirely within the <br />60-foot right-of-way. Mr. Powell indicated th ere are other similarly sized cul-de-sacs <br />currently within the City. <br />Regarding the wetland delineation on the west side of the island, Mr. Corson indicated <br />during the flooding last spring the flags were out in the water. He questioned whether the <br />applicant had provided documentation showing the wetlands were delineated by a <br />professional. <br />Mr. Smyser could not recall having received a wetland delineation. He noted it was not <br />the City’s responsibility to determine the accuracy of a wetland delineation. Mr. Corson <br />stated this information should be verified. <br />Mr. Corson indicated the Quail Ridge development has three storm water ponds to handle <br />the runoff from the right-of-way. He noted the proposed plat did not include any such <br />ponds and questioned whether a different set of standards was being used in this case. <br />Mr. Powell stated storm water ponds were proposed at the eastern end of the bridge, <br />including a swale, and the eastern end of the project. <br />Mr. Corson requested confirmation that a tr ee preservation plan would be forthcoming. <br />Mr. Kirmis stated this was correct. <br />Mr. Corson noted it appeared as though the proposed bridge would require the <br />construction of major pilings as deep as 250 feet to the bedrock. Mr. Powell indicated <br />staff could not speculate as to the length of the pilings since this information was not <br />submitted with the plat. <br />Mr. Corson, assuming the pilings would be constructed to a substantial depth, questioned <br />where the construction staging area would be located. Mr. Powell stated the applicant <br />had indicated the bridge would be constr ucted during the winter months, however, <br />additional details on this issue would be required. <br />Mr. Corson indicated a couple of winters ago a backhoe was brought into this location <br />and broke through the ice. Mr. Vaughan indicated that this had not occurred during the <br />winter months. <br />Chair Schaps asked the applicant if he or his engineer would like to make comment. <br />Jared Andrews, representing Loucks Associates, introduced himself and Paul Wallick, <br />and indicated that they were present this evening to discuss any planning or engineering <br />issues. <br />Mr. Andrews stated he has been working with the necessary public agencies for some <br />time regarding this project. He presented a drawing depicting the property boundaries, <br />which showed total acres. He indicated much of the property contains wetlands and there <br />is approximately four acres of upland.
