Planning & Zoning Board <br />February 13, 2002 <br />Page 2 <br />APPROVED MINUTES <br />Chair Schaps and the Board wished Mr. Powell well and thanked him for a job well done, <br />and then he welcomed Mr. Studenski to the position. <br />Mr. Rafferty made a MOTION to close Open Mike at 6:40 p.m., and was supported by <br />Ms. Lane. Motion carried 7-0. <br />VI.ACTION ITEMS <br />A. PUBLIC HEARING, Lino Lakes Market Place 2 nd Addition, Preliminary <br />Plat <br />Chair Schaps declared the public hearing opened at 6:40 p.m. <br />Staff reviewed that in August of 2001 C ity Council approved the PDO (Ordinance 16-01) <br />for Lino Lakes Market Place. Final Plat for the development was approved in October of <br />2001 and included Outlot D and Outlot E. The two Outlots were intended to be <br />combined with the remnant parcel created fr om the Apollo Drive right-of-way acquisition <br />per the approved PDO Site Plan. Ordi nance No. 16-01 states, under Section 2.D.3 <br />entitled “Special Provisions,” the following: <br />Development of Outlot D and Outlot E as depicted in the site Plan shall be <br />contingent on the developer acquiring title to the adjacent parcel and follow <br />platting requirements of the Lino Lakes Subdivision Ordinance. Development of <br />said lots as specified herein and in c onformance with the Site Plan (Exhibit C) <br />shall not require amendment to the Planned Development Overlay (PDO). <br />Staff advised that the applicant, Ryan Compan ies US, Inc., is in the process of purchasing <br />the Apollo Drive remnant parcel from the City of Lino Lakes and requesting preliminary <br />plat approval in accordance with Ordinance 16-01. The Market Place 2 nd Addition is a <br />replat of Lot 2, Block 1, Outlot D and Outlot E of Lino Lakes Market Place and includes <br />the Apollo Drive remnant parcel. This will allow for the development of the site <br />consistent with the PDO approval. Sta ff indicated their report is based on the most <br />current submittal, consisting of the prelimin ary plat prepared by Westwood Professional <br />Services, Inc., dated February 5, 2002. <br />Staff noted the site is zoned Planned De velopment Overlay District. The underlying <br />zoning is SC, Shopping Center. The submitted information indicates the establishment of <br />three lots, as follows: Lot 1 equals 45,803 sq. ft., Lot 2 equals 57,690 sq. ft., and Lot 3 <br />equals 42,764 sq. ft. The proposed lots are consistent with the Site Plan approved as part <br />of the Lino Lakes Market Place PDO. <br />Staff advised that the Gradi ng, Drainage and Erosion Control Plans were approved with <br />the Market Place PDO. Grading for individual lo ts will be subject to the site plan review <br />process. Utility Plans to service the proposed lots were approved with the Market Place <br />PDO.
