Planning & Zoning Board <br />February 13, 2002 <br />Page 3 <br />APPROVED MINUTES <br />Staff noted the proposed lots will be serviced by a private road per the Market Place PDO <br />and by the easterly extension of Apollo Drive from Lake Drive. The dedicated right-of- <br />access along Lake Drive should be extended to the southerly boundary of Lot 2, Block 1. <br />All drainage and utility easements are provided as required. <br />Staff presented the Board’s options to r ecommend approval of the Preliminary Plat, <br />recommend denial of the Preliminary Plat, or re turn to staff and continue to next meeting. <br />Staff stated it finds the proposed Prelimin ary Plat is consistent with the City’s <br />Subdivision regulations and the Lino Lakes Market Place PDO and recommends <br />approval of the Preliminary Plat with the condition that access control along Lake Drive <br />be extended to the southern boundary of Lot 2, Block 1. <br />Chair Schaps asked if anyone would like to address the board. No one commented. <br />Ms. Lane made a MOTION to close the public hearing at 6:44 p.m., and was supported <br />by Mr. Zych. Motion carried 7-0. <br />Mr. Lyden asked why the plans showed thirty spaces for cars when the City only required <br />a minimum of eighteen parking spots per City Ordinance. He asked if the Bank could, on <br />any given, indicate how many employees are in the bank at that time. He stated he was <br />worried about only having eighteen spaces. He stated this could end up to be too few <br />spaces for the employees and public. Mr. Grochala stated this would be discussed in the <br />next section of the meeting. <br />Ms. Lane made a MOTION to find that the pr oposed Preliminary Plat is consistent with <br />the City’s Subdivision regulations and the Lino Lakes Market Place PDO and <br />recommend approval of the Preliminary Plat with the condition that access control along <br />Lake Drive be extended to the southern boundary of Lot 2, Block 1, and was supported <br />by Mr. Hyden. Motion carried 7-0. <br />B. TCF Bank, Marketplace, Site Plan Review <br />Chair Schaps declared the public hearing opened at 6:45 p.m. <br />Staff reviewed that in August of 2001 the City Council approved the Lino Lakes Market <br />Place PDO (Ordinance No. 16-01), which incl uded the development of a bank to be <br />located at the northeast corner of the Lake Drive and Apollo Drive intersection. While <br />the PDO established the general use and design parameters within the Market Place <br />development, the Special Provisions secti on of Ordinance No. 16-01 requires that the <br />development of single tenant buildings on the site, including the proposed bank, be <br />subject to site plan review approval in accordance with the Lino Lakes Zoning <br />Ordinance. <br />Staff explained that the applicant, TC F Bank, has now submitted an application to <br />construct a 4,500 sq. ft. building upon a 57,690 sq. ft. lot, as previously proposed in the <br />PDO. The property is being platted by Ryan Companies US, Inc. under separate <br />application and in conformance with the Li no Lakes Market Place PDO. Staff indicated
