Planning & Zoning Board <br />February 13, 2002 <br />Page 8 <br />APPROVED MINUTES <br />Motion carried 6-0, (Chairman Schaps abstained due to a conflict of interest. He stated <br />he was involved with a competing bank). <br />VII. DISCUSSION ITEMS <br />A. Growth Update – Mr. Smyser reviewed the 2000 census. He stated he would be <br />reporting new updates every quarter to the Board. <br />Mr. Smyser stated that with the state correction facility being located in the City, the <br />inmates are considered part of the City’s population. <br />Mr. Smyser stated that the census did occur in the year 2000 in the beginning of the year. <br />He stated it was impossible to count how many new houses built in 2000 were included <br />in the census. He simply added all permits from year 2000 to the census count. He <br />stated his numbers are just estimates and he thinks that his estimates are higher than what <br />is actually there. <br />Mr. Smyser stated based on the method, they had 5,300 households by the end of 2001 <br />with an estimated population of 17,000 not including the prison population. If prison <br />population were included, it would bring the total population to over 18,000 people. <br />Mr. Smyser stated that in 1990 the average household size in the City was 3.25, in 2000 <br />the average household size declined to 3.20. He explained this is smaller in size than in <br />the metro area in general. He stated that people are having fewer children so this reduces <br />the per-household size. <br />Mr. Smyser stated he would continue to track the population in the City and would come <br />back in the next quarter and update the Board. <br />Chair Schaps thanked him for the information. <br />Mr. Zych asked if the Board could move the June meeting to either a week earlier or a <br />week later. <br />Chair Schaps asked if Mr. Smyser could look into this and get back to the board. <br />Mr. Smyser stated he would check on dates and get back to the board. <br />VIII.ADJOURNMENT <br />Ms. Lane made a MOTION to adjourn the meeting at 7:18 p.m., and was supported by <br />Mr. Rafferty.
