Planning & Zoning Board <br />July 10, 2002 <br />Page 13 <br />APPROVED MINUTES <br />10. Birch Street (CSAH 10) was ad equate to handle the additiona l traffic generated by the <br />proposed development subject to the impr ovements specified by Anoka County. The <br />developer would be responsible for the necessary upgrades to CSAH 10. <br />11. The project was proposed to be phased over two years. Th e phasing plan calls for 52 lots <br />in 2002 and 50 lots in 2003. <br />Staff noted the applicant had requested the r ezoning of the subject pr operty from R, Rural <br />to R-1X, Single Family Executive. <br />In consideration of rezonings, the Planni ng and Zoning Board must consider possible <br />adverse effects of the proposed ame ndment based on the following criteria: <br />1. The proposed action had been considered in relation to the specific policies and <br />provisions of and had been found consistent w ith the official City Comprehensive Plan. <br />Comment: The proposed rezoning was consis tent with the City’s 2001 Comprehensive <br />Plan. The proposed R-1X zoning was cons istent with the Low Density Sewered <br />Residential Land Use designation for the pr operty. The rezoning shall be contingent <br />upon Metropolitan Council Approval of the 2001 Comprehensive Plan. <br />2. The proposed use is or would be compatible wi th present and future land uses of the area. <br />Comment: The proposed R-1X single family residential zoning was consistent with <br />existing and proposed land uses of the area. The proposed gross development density of <br />1.30 units per acre provides fo r a suitable transition from su rrounding large lot residential <br />developments. <br />3. The proposed use conforms with all pe rformance standards contained herein. <br />Comment: The proposed residential subdivisi on was in conformance with all applicable <br />performance standards. <br />4. The proposed use could be accommodated with existing public serv ices and would not <br />overburden the City’s service capacity. <br />Comment: The proposed use could be ac commodated by existing public services. <br />5. Traffic generation by the propos ed use was within capabilit ies of streets serving the <br />property. <br />Staff noted the proposed use will require the installation of left a nd right turn lanes on <br />Birch Street (CSAH 10) at Pheasant Hills Dr ive and Sherman Lake Road. The developer <br />will be responsible for making these improvements. <br />Lot Size. The minimum lot size of the R-1X District is 12,825 squa re feet of buildable <br />land. All lots meet or exceed this provision.
