Planning & Zoning Board <br />July 10, 2002 <br />Page 18 <br />APPROVED MINUTES <br />Environmental Assessment Worksheet (EAW ). The proposed subdivision did not <br />surpass the mandatory thresholds for an EAW and therefore was not required. <br />Environmental Board. The City's Environm ental Board reviewed the request on March <br />27, 2002 and June 26, 2002 and recommended denial of the request due to excessive wet <br />characteristics of the site, and incomplete information needed to process the plat. They <br />also submitted recommendations to consider if the proposal was approved. <br />Rice Creek Watershed District (RCWD). Th e developer had made application to the <br />RCWD for approval of a Land Development Plan and a Wetland Alteration Plan. The <br />RCWD had approved a TWAFAA (Table with Authorization for Administrative Action) <br />for the proposed development. <br />Anoka County. The County had completed its re view of the proposed development. The <br />County would require improvements to Birch Street (CSAH 10) so that there would be <br />left, through and right turn lanes for eastbound and westbound CSAH 10 traffic at both <br />the Sherman Lake Road and Pheasant Hills Dr ive intersections. Th e developer would be <br />required to make these improvements as part of this development. <br />Staff recommended the following: <br />A. Approval of the MUSA Allocation s ubject to the following conditions: <br />1. Allocation of MUSA shall be subject to the approval of the City’s 2001 <br />Comprehensive Plan by the Metropolitan Council. <br />B. Approval of the Rezoning from R, Rural Di strict to R-1X, Single Family Executive <br />District subject to the following conditions: <br />1.The Rezoning shall not be effective un til 30 days following publication of the <br />ordinance. The ordinance shall not be published until th e Metropolitan Council <br />has approved the City’s 2001 Comprehensive Plan. <br />C. Approval of the Preliminary Plat subject to the following conditions: <br />1. The MUSA Allocation and Rezoning are approved. <br />2. Approval of the City’s 2001 Comprehe nsive Plan by Metropolitan Council. <br />3. A revised preliminary plat shall be submitted containing the following <br />modifications: <br />a. The alignment of Street B shall be modified to reduce potential wetland <br />impacts from its easterly extens ion, subject to staff review. <br />b. The proposed Street B cul-de-sac sh all be extended to the easterly <br />property line and modified to re duce the impact on Lot 46, Block 8. <br />c. Street G shall be modified to extend to the southerly property line of the <br />proposed subdivision for future extension. <br />d. Easements shall be provided for a ccess to Outlot F and to cover the <br />emergency pond overflow on Lot 6, Block 8.
