Planning & Zoning Board <br />July 10, 2002 <br />Page 21 <br />APPROVED MINUTES <br />Mr. McNamara asked for assurances that his property would not be flooded once this <br />development went in. He stat ed he had drainage issues now and was concerned it would <br />increase with the development. Chair Scha ps replied the intenti on would be to create <br />storm water retention ponds and this was an ex traordinary year for drainage issues due to <br />the heavy rains being experienced. <br />Glenn Wandersee, 1608 Holly Drive East, showed pictures of the properties in the area <br />and the drainage issues they were experien cing. He expressed concern about the drainage <br />issues and the run-off in the area. He aske d if they knew which way the water was going <br />to flow. He stated he had not heard th is addressed at the neighborhood meetings. He <br />also expressed concern about the increase in tr affic. He asked what the water table was <br />in the area. <br />Harold Breyer, 1521 East Holl y Drive, inquired about the homeowner’s association. He <br />asked what recourse the resi dent’s had if rules and regul ations were being broken. He <br />inquired about the road going through on Holly Drive. He agreed with Mr. Lyden and <br />the concerns expressed by Mr. Lyden regard ing the 2010 population goals. He stated he <br />believed this development was going to be done , and it was just a ma tter as to how they <br />were going to do it. He expre ssed concern about the increase in traffic. He asked where <br />the residents stood with respect to traffic issues. He stated he did not have any intention <br />of subdividing his property in the future. Ch air Schaps replied he owned his land and it <br />was up to him if he was going to sell it or subdivide it. <br />Mr. Breyer asked what woul d happen if someone decided to allow Holly Drive to go <br />through. Mr. Lyden replied the residents did not come up with the idea of the road going <br />through, the City did and the City does have the right to take land for roads. <br />Chair Schaps pointed out again that this road issue was not a part of this development <br />proposal. <br />Mr. Corson made a MOTION to close the public hearing at 9:01 p.m. <br />The motion was supported by Ms. Lane. <br />Motion carried 6-0. <br />Mr. Grochala stated drainage was heading to the north into a new pond. It would end up <br />in the northwest corner of the development. It would not impact the existing <br />developments. <br />Mr. Studenski stated the design was made so the rate would not increase. He noted what <br />was flowing through there was the same amount that would flow th rough there after this <br />development went in. Mr. Lyden replied th ere was a difference between the rate and <br />volume and these could be entirely different. <br />Chair Schaps requested the City Engineer look at the drainage issue and make sure <br />nothing flowed into Outlot F. Mr. Studenski replied that was al ready a part of the <br />conditions.
