Planning & Zoning Board <br />July 10, 2002 <br />Page 22 <br />APPROVED MINUTES <br />Mr. Lyden made a MOTION to table this issu e giving staff the opportunity to look at this <br />with the Comprehensive Plan population goals of 2010 and to review the consensus. <br />The motion was supported by Ms. Lane. <br />Mr. Grochala pointed out the deadline for agency action was August 14 and they had <br />previously received two extensions from the de veloper. He stated this would be going to <br />the City Council for action. Mr. Lyden aske d the developer for another extension given <br />the issues. <br />Mr. Weiland stated his position was that they had been working on for 7 months and this <br />was a statutory requirement. He stated there had been adequate time to address this issue. <br />He stated they had met all of the requiremen ts of the City. He requested a decision be <br />made to approve or deny at this time. <br />Motion Failed 3-4. (Yes - Zych, Lane, Lyde n. Nay – Corson, Schaps, Hyden, Rafferty). <br />Mr. Lyden made a MOTION to approve St oneybrook, Birch St./Sherman Lake Road, <br />Comprehensive Plan Amendment/MUSA allocation, with adding condition A2 to state <br />that the City demonstrates the need, consis tent with the Comprehensive Plan, for the <br />growth population numbers of 3.47 people per home, including the census data of homes <br />built from 2000 to current, as well as what’s included in already approved homes for the <br />lot inventory. <br />Chair Schaps asked for clarification and asked if this requested was a request for an in- <br />depth analysis as to whether the Comprehe nsive Plan goals were exceeded. Mr. Lyden <br />replied that was correct. <br />Mr. Grochala questioned the average househol d figure. Mr. Lyde n cited a Metropolitan <br />Council table indicating the population si ze of the City of Lino Lakes. <br />The motion was supported by Ms. Lane. <br />Motion carried 4-2. (Yes – Lane, Zych, Lyden, Rafferty; Nay – Corson, Hyden). <br />Mr. Lyden made a MOTION to approve Stone ybrook Birch Street./Sherman Lake Road, <br />Rezone to R-1X, Single Family Executive. <br />The motion was supported by Mr. Hyden <br />Motion carried 6-0. <br />Ms. Lane made a MOTION to approve Stoneybrook Birch Street/Sherman Lake Road, <br />preliminary plat subject to sta ff’s conditions and recommendations. <br />The motion was supported by Mr. Hyden.
