Will not result in the destruction, loss, or damage of a natural, scenic or historic <br />feature of major importance. <br />9. Will conform to specific standards of this ordinance applicable to the particular <br />use. <br />The proposed site and use appear to co mply with the above-described provisions <br />and standards. <br />Staff indicated the proposed construction include s 15,920 total square feet of building <br />over three levels: <br />• Main Level: 7,438 square feet (s anctuary and related uses) <br />• Lower Level: 7,438 square feet (classrooms, fellowship area and kitchen <br />facilities) <br />• Upper Level: 1,044 square feet (s torage and child /parent room) <br />Plans also show a 60’ X 50’ footprint to the no rth of the proposed church, to be used as a <br />future expansion area. Any future expa nsion would require a Conditional Use Permit <br />Amendment and Site Plan Review. <br />The exterior of the building will include brick facing/apron and vinyl siding, with a <br />proposed 45-foot steeple. No bells were pr oposed. Asphalt shingles would cover the <br />roof. <br />There is neither water nor sewer available fo r the site. Plans i ndicate a proposed drain <br />field north of the church, with adequate room for a secondary drain field site. Soils tests <br />confirm that the site can adequately support a septic system. As building code requires a <br />sprinkler system for this building, and the site has no public water available, a holding <br />tank for fire suppression purposes will be required. Although design of the tank/sprinkler <br />system would be reviewed as part of the building permit application, staff have requested <br />that design specifications be re quired prior to City Council revi ew due to the fact that the <br />functionality of the site was completely de pendent on the viability of such a system. <br />Staff indicated the site is located in a Phas e 1 Growth Area. Connections to Lino Lakes <br />water and sewer connections are approxima tely 2500 feet away. Although there are no <br />immediate plans for City services to be instal led, it is possible that such services might be <br />available by 2010. The provision of public utilitie s for properties, when at all possible, is <br />a goal of the City. As a result, although Lino La kes utilities are not f easible for the site, <br />staff have investigated the possibility of serv icing the site with utili ties from the City of <br />Circle Pines. City Engineer Jim Studenski reported the Circle Pines connections are <br />located 350’ west and 125’ north of the site , along Indian Hills Drive. Connecting the <br />site to such utilities is es timated to cost approximatel y $55,000 and will require a joint <br />powers agreement between the City of Ci rcle Pines and the City of Lino Lakes. <br />Staff noted City Ordinance required one pa rking space for each four seats in a church. <br />There are 375 seats shown in the main asse mbly hall, which would then require 94 <br />parking stalls. Plans for the church show 99 parking stalls to be constructed. Although <br />there were additional classrooms and fellowshi p areas in the lower level of the church,
