Planning & Zoning Board <br />July 10, 2002 <br />Page 24 <br />APPROVED MINUTES <br />Staff stated the site is a 4.6-acre lot fronting Ash Street (County Road J). The northern <br />half of the property is wooded, with a wetl and in the northwest quarter. The Southern <br />half of the property is largel y open grassland. The west bord er of the property abuts the <br />rear lot lines of residential homes along Indian Hills Drive in Circle Pines. The northern <br />border abuts the back half of a property located on Baldwi n Lake Road in Lino Lakes. <br />The east border of the property abuts the rear lot lines of three homes also along Baldwin <br />Lake Road, as well as a neighboring home on Ash Street. To the south, across Ash Street <br />in Shoreview, are residential homes. <br />Staff indicated the Site is zoned Rural. Chur ches are listed as a Conditional Use in such a <br />district with the following provisions: <br />1. Side yard setbacks shall not be less than fifty (50) feet. <br />2. Adequate screening from abutting reside ntial uses and landscaping is provided in <br />compliance with the landscape and screen ing regulations of Section 3 of the <br />Zoning Ordinance. <br />3. Adequate off-street parking and access is provided on the si te…and such parking <br />is adequately screened and landscaped from surrounding and abutting residential <br />uses in compliance with Section 3, subd. 4.S of the Zoning Ordinance. <br />4. Adequate off-street loading and servi ce entrances are provided and regulated <br />where applicable by Section 3, subd. 6 of this ordinance. <br />Additionally, under Section 2, subd. 2.B.7 of the City Zoning Ordinance, any issued <br />Conditional Use Permits must meet the following standards: <br />1. Will not be detrimental to or endanger the public health, safety, comfort, <br />convenience or general welfare of the neighborhood or the City. <br />2. Will be harmonious with the general and applicable specific plans and policies of <br />the comprehensive plan of the City and this ordinance. <br />3. Will be designed, constructed, operated, and maintained so as to be harmonious <br />and appropriate in appearance with the ex isting and/or intended character of the <br />general vicinity and will not change the essential charac ter of that area. <br />4. Will be served adequately by essential public facilities and services, including <br />streets, police and fire prot ection, drainage structures, refuse disposal, water and <br />sewer systems, and schools; or will be se rved adequately by such facilities and <br />services provided by the persons or agen cies responsible for the establishment of <br />the proposed use. <br />5. Will not create excessive additional requirements at public cost for public <br />facilities and services and will not be de trimental to the economic welfare of the <br />community. <br />6. Will not involve uses, activities, proce sses, materials, equipment and conditions <br />of operation that will be detrimental to any persons, property, or the general <br />welfare because of excessive production of traffic, noise, smoke, fumes, glare, or <br />odors. <br />7. Will have vehicular approaches to the property, which are so designed as not to <br />create traffic congestion or an inte rference with tra ffic on surrounding public <br />thoroughfares.
