Planning & Zoning Board <br />July 10, 2002 <br />Page 5 <br />APPROVED MINUTES <br />3.Will be designed, constructed, operated, and maintained so as to be harmonious and <br />appropriate in appearance with the existin g and/or intended character of the general <br />vicinity and will not change the essential character of that area. <br />Comment: The building designs include many windows and rock face block. The design <br />will be carried through on all four sides of th e buildings. This should help make the <br />buildings more attractive. Landscaping and fencing should soften the development and <br />help screen the use from residents. Th e added sidewalk should be beneficial for <br />pedestrians. <br />4.Will be served adequately by essential publ ic facilities and services, including street, <br />police and fire protection, drai nage structures, refuse disp osal, water and sewer systems, <br />and schools; or will be served adequately by such facilities and services provided by the <br />persons or agencies responsible for the establishment of the proposed use. <br />Comment: The proposal should be served ade quately by such faci lities and services. <br />5.Will not create excessive additional requiremen ts at public cost for public facilities and <br />services and will not be detrimental to the economic welfare of the community. <br />Comment: This development should not increase public costs, nor be detrimental to the <br />economic welfare of the community. <br />6.Will not involve uses, activities, processe s, materials, equipment and conditions of <br />operation that will be detrimental to any pe rsons, property, or the general welfare because <br />of excessive production of traffic, noise, smoke, fumes, glare, or odors. <br />Comment: The proposed commercial uses upon this site should not cr eate any excessive <br />externalities that would be abnormal to the character of commercial sites. <br />7.Will have vehicular approaches to the property, which are so designed as not to create <br />traffic congestion or an interference w ith traffic on surroundi ng public thoroughfares. <br />Comment: The site layout meets standards held within the City’s zoning ordinance <br />including turn lanes, access width, and access spacing/location. <br />8.Will not result in the destruction, loss, or dama ge of a natural, scenic or historic feature of <br />major importance. <br />Comment: The applicant is currently working with the RCWD to satisfy the remaining <br />mitigation requirements through a comprehens ive drainage plan for th e site, future Ware <br />Road extension and surrounding properties. <br />9.Will conform to specific standards of this ordinance applicable to the particular use.
