The <br />agreement shall also contain an operation and maintenance agreement. <br />17.Applicant must address concerns about the dragging of water ther eby turning it to ice <br />at the exit point. <br />Mr. Corson asked if Rice Creek Watershed no t needing a permit was a new requirement. <br />Mr. Kirmis replied this site did not meet the minimum requirements. <br />Mr. Rafferty expressed concern about the co lor scheme of the building and asked what <br />the color scheme was going to be. <br />Chair Schaps invited appl icant to make comment. <br />Gary Raffel, architect, stated the colors of the building would be earth, neutral colors, <br />similar to the coloring of the City Hall bu ilding. He noted there would be no painting <br />requires. Any stucco used would be colored stucco. He stated th ey would get a color <br />scheme to staff as soon as possible. <br />Mr. Rafferty suggested before anything was approved, those colors were represented to <br />the Council at their meeting. <br />Mr. Raffel stated concern for the water co ming off the self-service car wash would be <br />taken care of. He proposed a heated apron a nd a drain so as soon as the vehicle got out of <br />the self-service area, the heat er slab would present it fr om freezing and it would go <br />directly into the drain. He noted the typical heating pad was 10 feet. <br />Mr. Rafferty stated self-service generally sp eaking did not involve dryers. Mr. Raffel <br />replied there were no dryers w ith the self-service facility. <br />Chair Schaps inquired a bout the landscape plan. <br />Chair Schaps asked if there was an example of this building in the City. Mr. Raffel <br />replied there was a similar service in Stillwater. <br />Chair Schaps stated staff was concerned a bout circulation and as ked if there was a <br />specific set up in the area that wa s the same type of facility. <br />Mr. Raffel replied he did not know of a fac ility near here that had the exact same <br />proposal. He noted they had the best circulation possible for this site. <br />Chair Schaps asked how many cars could be in line before they reached the street. Mr. <br />Raffel replied 30 cars could be waiting. <br />Mr. Smyser stated this was a public heari ng and requested the Chair open the hearing at <br />this time.
