P lanned Unit Development Fina l Plan/Final Plat for Lino Lakes Assisted Living <br />Addition <br /> <br />Katie Larsen, City Planner, presented the staff report . Staff recommended approval of <br />the PUD Final Plan/Final Plat for Lino Lakes Assisted Living Additi on. <br /> <br />Staff explained that this project includes a Final Plan/Final Plat, Site Plan Review and a <br />Variance. Ms. Larsen noted that vacation of a drainage and utility easement will be acted <br />on by the council. Ms. Larsen stated that the applicant was not able to attend the meeting <br />but extended their excitement for the project. <br /> <br />Staff noted that the application meets the seven criteria required to approve a variance. <br />The connection between the buildings will be an enclosed walkway. The proposed <br />additional wil l concentrate on memory care. <br /> <br />Board member c omments included the following : <br /> <br />• Suggestion that the proposed shakes be expanded to a larger size. <br />• Concern about the individual air conditioning units. (Staff is addressing.) <br />• Concern about approving variances o n a lot -by -lot basis. Not the best interest for <br />the Legacy. Staff should consider amending ordinance requirements instead. <br />• The design standards for the Legacy should be re -evaluated to avoid piece meal <br />development. <br />• Would like a 15 -foot setback requiremen t. <br />• Would like to see additional benches along the pedestrian walkway. <br /> <br />Staff noted that the city is working with Landform to determine how this area can be <br />repositioned to fit the current market. Staff is proposing to come back to the board with a <br />plan la ter in the year. Staff added that the city is in the pro cess of acquiring land and <br />agreed that the development standards should be re -addressed. <br /> <br />Mr. Wedel explained the relocation of the water main for this site. <br /> <br />Mr. Nelson made a MOTION to approve the Final Plan/Final Plat for Lino Lakes <br />Assisted Living Addition based on the following conditions: <br /> <br />1. All comments highlighted in red on the Site Plan Review Worksheet, Attachment <br />D, shall be addressed. <br />2. All comments from City Engineer Letter dated March 21, 20 13 shall be <br />addressed. <br />3. All comments from Environmental Coordinator Letter dated March 25, 2013 shall <br />be addressed.
