Other comments by staff, Planning & Zoning Board, City Council and/or other <br />agencies shall be addressed. <br />5. Documentation that the applicant has submitted to the Rice Creek Watershed <br />District or the Vadnais Lake Area Water Management Organization, as <br />applicable, a complete application as defined by those agencies. Such <br />documentation shall be issued by the respective agency. <br />6. Cover/title sheet for plan set shall be provided. <br />7. Final Plat: <br />a. Highway shall be spelled correctly for Interstate Highway 35W written within <br />right of way. <br />b. Cross Access Easement shall be extinguished. <br />c. New drainage and utility easement over relocated watermain shall be shown <br />on fin al plat or recorded separately. <br />d. One (1) up -to -date (within 3 months) title insurance commitment fo r the <br />property being subdivided shall be provided. <br />e. Cost estimates for public and private improvements shall be provided. <br />f. A Development Contract shall be draft ed by the City and signed by the <br />applicant. <br />8. Elevations <br />a. Shakes shall be added to northwest elevation similar to southeast elevation. <br />b. Should a decorative louver be incorporated into gable? <br />c. Double doors as shown on southeast elevation shall be constructed to <br />emphasize building entry. <br />d. More detail shall be provided for individual air conditioning units. Units shall <br />be flush mounted, color matched and integrated into the building elevation. <br />9. Site Plan <br />a. New concrete sidewalk along northwest side shall be extended a nd connect to <br />existing sidewalk. <br />b. Parking stall calculations shall be shown on sheet. <br />c. Driveway setback shall be 5 feet from side yard. <br />d. Variance required for 19 foot front yard setback. <br />e. Snow removal/piling shall not occur within required parking stalls. <br />f. Heig ht of future canopies shall be provided. <br />g. “No Parking” signs shall be located near hydrants and connection. <br />h. Vehicle turning radius template shall be provided for emergency vehicles. <br />i. Light poles shall not impede with emergency vehicles. <br />10. Landscape Plan <br />a. Founda tion planting shall be required. See Site Plan Review Worksheet. <br />b. Planting bed around foundation perimeter shall be installed. <br />c. Trees and landscaping shall be planted within the property lines. <br />d. Seed mix information shall be provided. <br />e. Irrigation shall be req uired at the perimeter and interior of the site. <br />f. Landscaping shall be increased along the sidewalk leading to southeast <br />entrance to emphasize the building entry. <br />g. Benches shall be installed along the sidewalk leading to the southeast <br />entrance.
