Planning & Zoning Board <br />Ju ly 10 , 2013 <br />Page 3 <br />APPROVED MINUTES <br />Lino Lakes Assisted Living Facility : C ity is reviewing building pe rmit application for <br />proposed addition. <br /> <br />P reserve at Lino Lakes: Staff is working on final documents for a 31 -unit residential <br />conservation subdivision. <br /> <br />Main St. Shoppes/McDonald’s : Staff is working on final documents. <br /> <br />O tter Lake R oad Extension: P roject is unde rway. <br /> <br />A -L ino Addition/Metro Transit : Prelim inary Plat was approved by council . Construction <br />is planned for next spring. <br /> <br />Staff is anticipating some additional applications for residential and commercial <br />development. <br /> <br /> <br />B. Orange St. & Lake Dr. Commer cial Area Planning Study <br /> <br />Mr. Grochala d iscussed some properties near the norther city border along Lake Drive <br />between Orange Street and Maple Street, with non -conforming land uses . Staff noted <br />that there are commercial uses surrounded by residential uses that need to be addressed . <br />St aff has received complaints regarding outdoor storage and fumes from these locations . <br /> <br />Staff discussed the history of uses for these sites. Staff requested direction from the <br />board regarding the long term vision for this a rea. Staff has considered having a <br />consultant conduct a planning study for th e area and d raft some ordinance language that <br />could allow for a transition of uses. <br /> <br />Board comments included: <br /> <br />• Does the body shop run the auto sales lot adjacent to Tavern on Mai n ? That body <br />shop is out of line with the number of cars stored. <br /> <br />• What is the benefit to doing a planning study if there are no uses that meet the <br />desire of the owners and requirements for the area? <br /> <br />• I nterim use s should be considered that can accommodate similar use s to the <br />adjacent uses that are legal non -conforming. <br /> <br />• Support of a planning study to evaluate permissible uses if the cost is limited and <br />the study is focused on this area alone. <br /> <br />• The city needs to determine a way to improve the are a for the ne ighbors ’ concern. <br />
