PUBLIC HEARING to consider a rezone of property located at 7880 Sunset <br />Avenue (PID #07 -31 -22 -23 -0004) from R -Rural to PUD -Planned Unit <br />Development and an Amendment to the Development Stage Plan/Preliminary <br />Plat of Centur y Farm North to expand project boundary and include certain <br />property located at 7880 Sunset Avenue <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommended continuing the <br />Public Hearing and requesting the applicant resubmit plans addres sing all conditions <br />listed in the staff report . <br /> <br />Mr. Laden made a MOTION at 6:34 p.m. to continue the Public Hearing to the next <br />meeting . Motion was supported by Mr. Nelson . Motion carried 5 - 0. (Tralle abstained.) <br /> <br /> <br />6 . DISCUSSION ITEMS <br /> <br />A. Legacy at Woo ds Edge – Master Plan Concepts <br /> <br />Michael Grochala , Community Development Director, presented the staff report and <br />provided an overview of the current status of the Legacy at Woods Edge Development. <br />Mr. Grochala explained that s taff is seeking the board’s c omments regarding f u ture <br />development of the area. <br /> <br />Kendra Lindahl, Landform, presented a variety of development options for the city to <br />consider. Ms. Lindhal noted that a k ey component throughout the designs is to keep an <br />urban edge to development. <br /> <br />Ms. L indahl pointed out that the optional plans all work with the infrasturcture that the <br />city has already invested in this development. She noted that this is the core area for <br />commercial development in the city, as it it located along the 35W/Lake Drive <br />inte rchange. <br /> <br />The board discussed the development proposals. Board member comments included: <br /> <br />- Would like to ensure that the development offers walkability and remains pedestrian <br />friendly. <br />- Commercial ground floor may no longer be viable <br />- Has staff cons i dered th e traffic flow for th e potential intensity of housing? <br />- Likes the option of a variety of plan ideas. <br />- Although there is a market for high density, the city should avoid putting all h igh <br />density in one area of the city . <br />- Would like to see the green space on th e SW corner of the Option B Neighborhood <br />Block to be more of an urban center gathering space than just a green space to keep <br />an urban edge . <br />- Not convinced that the city will be able to create a downtown area out of nothing. <br />- What other civic use is an opti on rather than a library?
