PUBLI C HEARING to c onsider a Rezone to Planned Unit Development and <br />PUD Development Sta ge Plan/Preliminary Palt for a mixed density residential <br />development (222 single family lots and 85 unit multi -family building) to be <br />called NorthPointe, located at the southeast quadrant of 20 th Avenue S (CSAH <br />54) and Cedar Street <br /> <br />Mr. Laden excuse d himse lf from this item due to a conflict of interest. <br /> <br />Ms. Larsen presented the staff report. She e xplained that this item has not yet been <br />reviewed by the city’s Park Board or Environmental Board. Once the boards have <br />reviewed the application, staff will bri ng it back before the P&Z Board for further review . <br /> <br />Staff recommend ed opening the Public Hearing to take public comment, but continu ing <br />the hearing to the next meeting in order to allow for comments by the city’s Park Board <br />and Environmental Board. <br /> <br />Board member comments included: <br /> <br />- Concern for increased t raffic on Centerville Road <br />- Noise mitigation from 35E on the NE side should be considered <br />- Traffic Studies should include the i ntersection of Birch Street and Centerville Road <br /> <br />Mr. Larry Olson, AJE Compani es, 1875 Station Parkway , Andover , was present for <br />questions. Mr. Olson mentioned that he has discussed a ghost plat with the neighboring <br />property owner to the east. <br /> <br />Staff discussed future development of the property to the east. <br /> <br />Chair Tralle opened t he Public Hearing at 7:32 p.m. <br /> <br />Fran Burque , 6518 20 th A ve . S., asked about an extension of Birch Street. <br /> <br />Jim N elson , 6747 20 th Ave ., stated concern about increased traffic on 20 th Ave. and <br />County Road J, adding that it is challenging to cross the freeway .
