Planning & Zoning Board <br />December 11 , 2013 <br />Page 5 <br />APPROVED MINUTES <br />about drainage and flooding onto his property. He asked about road and development <br />improvements to Center Street. <br /> <br />Patrice C arpenter , 6748 20 th Ave., expressed concern about drainage onto her property <br />and protecting trees on her p roperty. She stated concern for mosquitos from wetland <br />areas. She was opposed to a variance to decrease the front setback . She did not <br />understand the need for small lot sizes and an apartment building to reach a certain <br />number of units. She believes th at streetlights will be needed at the intersection of Birch <br />Street and Centerville Road. She stated a need for a traffic study on County Road J and <br />20 th Avenue. She asked what the timeline is for the project. She asked for clarification <br />on the proposed trail onto Cedar Street. She wondered how the addition of turn lanes <br />onto 20 th Avenue would affect people’s property . <br /> <br />Sh o ua L ee , 2068 W. Cedar St., was concerned how development may affect her property, <br />stating that she would like to keep a beautiful hea vy tree in her back yard. <br /> <br />Julie McNeely, 66 87 20 th Ave S., said that she feels this proposal is overuse for t he land. <br />She asked that the city please approach with great caution and respect for the land. She <br />stated that s urrounding infrastructure is also a concern , including t urn lanes, roundabouts, <br />sound barriers, stop lights, etc. She does not believe that the vision of L ino Lakes is a <br />row of rooftops. <br /> <br />Roger Hokanson, owner of property east of the development, submitted a letter prior to <br />the meeting e xpressing concerns for the proposed development regarding density, <br />apartment building, park land and roads. <br /> <br />Mr. Tralle addressed the concerns of the public , suggesting that residents contact the <br />county to voice their concern about county roads. <br /> <br />Staf f addressed issues including traffic, road access, water runoff and drainage, culvert <br />issue s, d ensity and Met Council re quirements. Staff noted that trees will not be damaged <br />on neighboring properties and that wet lands will be protected by the law. <br /> <br />Mr. T ralle stated that it is the board’s goal to get the best development for the city, which <br />requires working h and -in -hand with developers. He noted that i ncreased traffic will <br />always be an issue as development in the city occurs. <br /> <br />Staff further address ed r oad improvements and the city’s tr ansportation plan , including <br />how the city works with the City of Centerville to improve shared roads. <br /> <br />Julie McNeely added concern over car headlights shining into her home and <br />infrastructure needs . She was concern e d ab out farm land being lost to development. She <br />is not sure the proposed development is the righ t project for this property. <br /> <br />Mr. Masonick made a MOTION to continue the Public Hearing to the next meeting. <br />Motion was supported by Hyden.
