Plann ing & Zoning Board <br />August 8, 2012 <br />Page 2 <br />APPROVED MINUTES <br />A. CONTINUED PUBLIC HEARING to consider amending Section 7 of the <br />Zoning Ordin ance which includes requirements for Business Districts <br /> <br />Paul Bengtson , Associate Planner, presented the staff report. Staff requested direction <br />from the board prior to proceeding with the proposed amendment. <br /> <br />Chair Tralle declared the Public Hearing open at 6 :42 p.m. <br /> <br />There was no one present to speak. <br /> <br />Board members discussed the proposed amendment. <br /> <br />Bo ard members understood the reasoning for combining the similar LB and NB districts . <br />However, they liked having a district with less -intensive uses for areas that are adjacent <br />to residential. It was suggested that either the uses of a motor fuel station and a drive - <br />thru facility could be removed from the newly designed district; or performance standards <br />should be increased to protect any neighboring resi dential areas from these uses . <br /> <br />Mr. Bengtson explained that a Mixed Use zone would likely be created to allow for a <br />combination of residential and commercial uses. <br /> <br />It was suggested that staff review the minimum lot and yard requirements so as to not <br />det er potential businesses. <br /> <br />Staff addressed the proposal to rezone five properties at Lake Dr./Orange St. as referred <br />to in the staff report. Mr. Masonick asked if any federal fund ing is available to the city to <br />run utilities to this area . Mr. Bengtson was not aware of any such funding. Staff noted <br />that the intent for the rezone of these properties is to allow for c ontinued commercial use <br />of the properties , through interim use permits, until utilities are available. <br /> <br />Staff will make changes to the proposed text amendment and bring them before the board <br />for consideration at a future meeting . <br /> <br />Mr. Hyden made a MOTION at 7:27 p.m. to tabl e the Public Hearing to a future date . <br />Motion was supported by Mr. Nelson . Motion carried 6 - 0. <br /> <br />VI DISCUSSION ITEMS <br /> <br />A. Mr. Masonick stated that some residents had addressed concerns about the newly <br />designed intersection at 35E/Main St and the difficulty accessing the gas station and <br />local businesses. Board members agreed that it is extremely difficult to access the <br />Dairy Que en and the gas station in this area. They suggested that improved signage <br />would be helpful to direct people to entrance and exit areas. They stated that the <br />businesses may also need to rearrange the ir signage. The board members were <br />challenged to drive this area and experience the difficulty for themselves . Mr. Tralle <br />pointed out the excessive cost to a business owner of adding signage. Board
