Planning & Zoning Board <br />February 10, 2010 <br />Page 2 <br />APPROVED MINUTES <br />There was no one present for Open Mike. <br /> <br />Mr. Pogalz made a MOTION to close Open Mike at 6:38 p.m. Motion was supported by <br />Mr. Laden. Motion carried 4 - 0. <br /> <br /> <br />VI. ACTION ITEMS <br /> <br />A. Public Hearing to consider Conditional Use Permit f or placement of fill <br />exceeding 1000 cubic yards within a floodplain for replacement of pedestrian <br />bridges in Chomonix Golf Course. <br /> <br />City Planner Jeff Smyser presented the staff report . <br /> <br />Mr. Smyser noted that access to the bridge site wil l be established prior to City Council <br />action. He noted that the Lino Lakes Police Depart ment will assist in ensuring the safety <br />of residents during the time of construction. <br /> <br />Staff held a preconstruction meeting with Anoka Cou nty to discuss the proposed project, <br />and Mr. Smyser noted some updates from the meeting. <br /> <br />Staff said the county will need to acquire a gradin g permit, which will be reviewed and <br />issued by the city engineer. <br /> <br />Staff recommended an amendment to the conditions of approval in order to expedite the <br />process for the county. <br /> <br />Karen Blaska, Anoka County Parks, was present for q uestions. <br /> <br />Staff responded to board questions and comments. T he target completion date for the <br />project is the end of March. Police officers will be directing traffic to assure safety at the <br />civic center site. Anoka County will be responsibl e for any damage to trails, roads, or <br />parking areas. <br /> <br />Staff explained that the banks on the sides of the newly constructed bridges will be <br />raised, reducing the need for the arched design. <br /> <br />Ms. Blaska stated that anyone canoeing or kayaking will still be able to portage around <br />the new bridges. <br /> <br />She stated that the county hopes to have all haulin g completed prior to the start of road <br />restrictions. <br /> <br />She noted that the county may stockpile fill within the park land. <br /> <br />The county will do their best to post signs alertin g the public to closed trails and provide <br />barricades as necessary. <br />
