Planning & Zoning Board February 10, 2010 Page 3 APPROVED MINUTES Chair Tralle opened the Public Hearing at 6:55 p.m. There was no one present to speak. Mr. Pogalz made a MOTION to close the Public Hearin g at 6:56 p.m. Motion was supported by Mr. Root. Motion carried 4-0. Mr. Pogalz made a MOTION to recommend approval of a Conditional Use Permit to allow for placement of fill exceeding 1000 cubic ya rds within a floodplain for replacement of pedestrian bridges in Chomonix Golf Course based on the following conditions: 1. A grading permit must be obtained prior to demoliti on of existing bridges and construction of the new bridge abutments. 2. The Conditional Use Permit must be obtained prior t o bringing in additional fill and constructing the bridge. 3. The comments made by the City Engineer shall be add ressed prior to the City Council consideration of this request. 4. Hours of Operation for this use shall be limited to Monday thru Friday 7:00 AM to 7:00 PM and Saturday from 9:00 AM to 5:00 PM with n o work on Sundays or holidays. 5. Permits must be obtained from the Department of Nat ural Resources, Rice Creek Watershed District and Army Corp of Engineers. Pri or to commencement of work. 6. Coordinate all construction activities with the Cit y Staff, City Police Department, County Sheriff and County Park Officials. 7. Anoka County will continue to provide escrow dollar s to cover Lino Lakes incurred expenses. 8. Provide an as-built record drawing upon completion. Motion was supported by Mr. Nelson. Motion carried 4-0. B. PUBLIC HEARING to consider Amending the Zoning Ordi nance regarding: requirements for outdoor dining and outdoor seating in business zoning districts, and; serving alcoholic beverages and oth er uses in golf courses in Rural, Rural-Executive and Public/Semi-Public zonin g districts. City Planner Jeff Smyser presented the staff report . Staff recommended approval of the Zoning Ordinance Amendment with any revisions decid ed on by the board. Board members agreed that they did not see a reason to restrict the size of the outdoor seating area.
