Planning & Zoning Board <br />April 14, 2010 <br />Page 2 <br />APPROVED MINUTES <br />A. PUBLIC HEARING to consider an Interim Use Permit fo r open and outdoor <br />storage as a principal use in the Light Industrial zone at 2209 Phelps Road <br /> <br />City Planner, Jeff Smyser, presented the staff repo rt. <br /> <br />Ms. Brady arrived at 6:36 p.m. <br /> <br />Staff recommended approval of the application based on the conditions of approval as <br />listed in the staff report. <br /> <br />Applicant, Nick Arnt, 2190 Phelps Road, answered qu estions of the board members. <br /> <br />Council Members expressed concerns regarding the am ount of storage on the site, <br />possible erosion, and potential for debris to blow off the site onto other properties. <br /> <br />Staff responded that the materials stored will incl ude bituminous concrete and rubble, of <br />which erosion and debris should not be a factor. T he city has not received any <br />complaints to date for this site. The properties s urrounding the site are also owned by <br />Arnt and there are no residential areas nearby. <br /> <br />Mr. Arnt explained that normally the amount of stor age would not be so great, but due to <br />the economy the crushing of materials has been less frequent causing larger stockpiles <br />than usual. Mr. Arnt explained the history of the business and future plans. Recyclable <br />materials are accepted and crushed on site. <br /> <br />Staff pointed out where future commercial developme nt might be located. A large area <br />of low wetland exists just north of the site, which will serve as a buffer to any future <br />development to the north. <br /> <br />Staff does not anticipate any problems with the pro posed interim use. <br /> <br />Chair Tralle opened the Public Hearing at 7:10 p.m. <br /> <br />No one was present to speak on the item. <br /> <br />Mr. Pogalz made a MOTION to close the Public Hearin g at 7:11 p.m. Motion was <br />supported by Ms. Brady. Motion passed 6-0. <br /> <br />Mr. Hyden made a MOTION to recommend approval of an Interim Use Permit for open <br />and outdoor storage as a principal use in the Light Industrial zone at 2209 Phelps Road <br />based on the following conditions of approval: <br /> <br />1. This interim use permit is issued to and applies only to the property at 2209 <br />Phelps Road, PID 243122420012, and only that part o f the property that is north <br />of Phelps Road. This interim use permit is issued to the property. <br /> <br />2. This interim use permit is for open and outdoor storage of vehicles and <br />construction materials.
