PUBLIC HEARING to Amend the Planned Unit Developmen t for Legacy at <br />Woods Edge to modify the Lino Lakes Town Center Des ign and Development <br />Guide Land Use Plan and the requirements for assist ed living facilities in the <br />Mixed Use District <br /> <br />Mr. Bengtson presented the staff report. He distri buted and discussed updated plans and <br />proposed text amendments to the board. <br /> <br />Chair Tralle opened the Public Hearing at 6:47 p.m. <br /> <br />Keith Schupp, Winkelman Building Corp., 340 Hwy 10 S., St. Cloud, MN and Scott <br />Koester, WAI Continuum, 381 E. Kellogg Blvd., St. P aul, MN were present as <br />representatives of the applicant. <br /> <br />Mr. Koester explained that the existing hotel is co nducive for conversion into assisted <br />living/memory care as they will mostly be changing the use of existing spaces. They are <br />proposing two access changes, one for a kitchen and one for a beauty/barber shop on site. <br />The beauty/barber shop may be accessible to the pub lic as well. The biggest change to <br />the floor plan will be converting the existing pool area into a dining/socialization area. <br />The windows to the streetscape make a great opportu nity for the dining location. There is <br />no proposed change to the exterior elevation. They will utilize the existing structure as <br />best they can. They will convert the existing hote l rooms into living quarters with minor <br />changes for accessibility and little change to actu al living spaces. Mr. Koester noted that <br />staff was concerned about the creation of the kitch en area, in regards to equipment and <br />exhaust. He explained that they will need to creat e a dormer for the exhaust hood, but no <br />additional site equipment will be necessary as the exhaust and ductwork are already in <br />place. They will modify one window into a doorway for access to the beauty/barber <br />shop. He stated that they will continue to work th rough the details as they move forward <br />with the project. <br /> <br />Mr. Koester responded to questions from the board. No exterior fenced area or formal <br />garden is planned for the site. Their goal is for a total of 70-72 residential units. They <br />confirmed that MN building code allows for the exis ting structure to be used for assisted <br />living. <br /> <br />They anticipate the entire third floor to be used f or memory care patients and accessible <br />only by key-card. Upgrades to the elevator system will be necessary to allow for key- <br />card access. <br /> <br />Traffic to the site should be less than with the ho tel, as no residents will be driving, and <br />visitors are usually expected over lunchtime or in the evening. <br /> <br />A typical resident at the facility will be one who requires assistance with two or more <br />daily activities. Residents will not be expected t o be out in the community unless they <br />are accompanied by family or staff. <br /> <br />Mr. Schupp stated that they are looking at a total time frame for conversion of about four <br />months.
