City utilities. <br />Council Member O'Donnell moved to continue PUBLIC HEARING, Resolution No. 00 - 64, Adopt <br />SAssessment Roll, Twilight Acres 1st and 2nd Additions, to the August 28, 2000, Council meeting. Council <br />Member Carlson seconded the motion. <br />Staff inquired about any Council objections regarding the steps staff will take explore further options. <br />Mayor Bergeson advised the steps staff has outlined are appropriate. <br />Motion carried unanimously. <br />PUBLIC HEARING, Main Street Trunk Utilities, John Powell - Staff advised on July 24, 2000, the City <br />Council received the feasibility report for this project and set a date for a Public Hearing. In order to allow <br />additional time for discussion of the project schedule with the developer of Bluebill Ponds and notification, staff <br />is recommending the hearing be continued to August 28, 2000. <br />Council Member Reinert moved to continue PUBLIC HEARING, Main Street Trunk Utilities to August 28, <br />2000. Council Member Dahl seconded the motion. Motion carried unanimously. <br />FIRST READING, PUBLIC HEARING, Ordinance No. 13 - 00, Vacating Elmcrest Avenue from 400 feet <br />south of Main Street to Cedar Street, John Powell - Staff advised the developer of the Wenzel Farm project <br />in the City of Hugo has requested the vacation of the City of Lino Lakes' portion of the Elmcrest Avenue right - <br />of -way. This roadway is also known as 24th Avenue and Tart Lake Road. The purpose of the vacation is to <br />allow the developer to incorporate this area into their landscaping and trail plan and provide a buffer between <br />the residential development in Hugo and the commercial development in Lino Lakes. <br />The only access of concern to Lino Lakes in the proposed vacation area is the Construction Laborer's Training <br />The <br />driveway. For this reason, the vacation begins 400 feet south of Main Street, and south of the driveway. <br />City staff has determined that the use of this area for a roadway is not needed for public purposes, however, the <br />City does need to retain a drainage and utility easement over the vacated area. <br />Section 12.05 of the City Charter requires that real property of the City cannot be disposed of except by <br />Ordinance. The Ordinance will require two (2) readings, publication, and a waiting period before it is in effect. <br />The publication will not occur until the replacement north south roadway has been constructed in Hugo. <br />Mayor Bergeson opened the public hearing at 7:38 p.m. <br />Ms. Karen Cunningham, 2310 Cedar Street, came forward and stated she lives close to the roadway and has <br />horse stables. She expressed concern regarding how the traffic will be rerouted. She stated there are many new <br />homes that will be going in. There are many people who own horses in the area. She asked if horse trails could <br />be developed in the neighborhood. She stated that currently, there are a lot of large trucks going past her house. <br />She asked how that will change. She asked how Cedar fits with Elmcrest being taken away. <br />Staff referred to a map pointing out the location of the proposed roadway. The trails and single family homes <br />are part of the development going on in Hugo. <br />Council Member Reinert asked for clarification regarding the location of the vacated roadway. Staff referred to <br />a map noting the location is partially in Hugo. Hugo has vacated their portion contingent upon a new roadway. <br />Mayor Bergeson asked if the trail is in Lino Lakes. Staff advised the trail is in both Lino Lakes and Hugo. <br />
