IMPORTANT NOTICE <br />August 28, 2000 <br />Dear Resident or Business Owner: <br />The Lino Lakes City Council proposes to establish a monthly meter fee for <br />Reliant Energy Minnegasco customers, effective January 1, 2001. The following <br />information explains why this is being proposed, what effect it will have on you <br />and how you can provide feedback on the proposal. <br />Q: What is a meter fee? <br />A: A meter fee is a type of franchise fee. Cities can charge franchise fees to <br />utility companies that use city right of way to provide service. The fee appears <br />on the utility bill and is collected by the utility and forwarded to the city. <br />Q: Why is the city proposing a meter fee for Minnegasco customers? <br />A: The city has franchise agreements with all utility companies serving the city. <br />Some agreements contain franchise fees, others don't. It is the city's intent to <br />encourage competition and treat utility customers equitably by being consistent. <br />As franchise agreements expire and are renegotiated, franchise fees will be <br />included in all of them. <br />Q: How much is the meter fee? <br />A: The table below shows the proposed fees for various customer <br />classifications.
