Q: How was the fee amount determined? <br />A: The city analyzed average bills of customers served by Circle Pines Utilities, <br />which pays a 7% franchise fee, and Reliant Energy Minnegasco, which pays <br />none. After factoring in the property taxes paid by Reliant Energy Minnegasco, it <br />was decided a meter fee of 3% of the average customer bill would be <br />appropriate. <br />Q: What will the city do with this additional revenue? <br />A: The city council has pledged to dedicate all new franchise fees to road <br />reconstruction. The city's Home Rule Charter prohibits the use of tax dollars for <br />road reconstruction without a referendum approved by the voters.
