MEETING DATE: November 13, 2000 <br />TOPIC: Final Plat: Clearwater Creek Business Center <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />The preliminary plat for the Clearwater Creek Business Center was approved by the City <br />in December 1997. Standard City policy for final plat approval requires: <br />1. Final plat drawing that substantially conforms to the approved preliminary plat <br />2. Complete development agreement <br />3. Financial securities as described in the development agreement <br />4. Title commitment approval by City Attorney <br />5. Conditions of approval must be met <br />(the conditions approved at time of preliminary plat approval) <br />ANALYSIS <br />1. Final plat drawing that substantially conforms to the approved preliminary plat. <br />The approved preliminary plat included four lots in Block 1, four lots in Block 2, and an <br />outlot of 7+ acres in the southern portion of the site. The outlot is 32% of the site. <br />The proposed final plat includes two lots in Block 1 and two lots in Block 2, with the <br />remainder of the site in a large Outlot A. Outlot A is approximately 70% of the site. <br />On the submitted final plat, Block 2 includes two lots where the preliminary plat had only <br />one larger lot. Staff does not view this as a problem at this time because so much of the <br />site has yet to be carved into separate lots. <br />Platting the lots in phases is not unusual, and was anticipated at the time of preliminary <br />plat approval. Condition number four was: <br />#4. Consideration is given to identifying full development of the property (future lot <br />configuration) on the preliminary plat and establishing an outlot (or outlots) on <br />the final plat to accommodate future development phases <br />
