COUNCIL MINUTES AUGUST 28, 2000 <br />Council Member Carlson suggested issue #5 be dropped from the list of key issues. She stated that • <br />issue came from the County and not the City Council. <br />Staff advised #5 is a concept that the County developed based on earlier meetings. Staff advised that <br />item can be dropped from the list. Staff will be transcribing the questions in a written letter that will <br />go to the County. <br />Council Member Reinert stated he was quoted in the paper as saying he is in favor of a 68' foot wide <br />four (4) lane highway. He stated the paper was incorrect. He advised he is in favor of a 52' foot wide <br />highway that would accommodate a four (4) lane highway in the future. <br />Mr. John Hudgsons, 6661 Pelican Place, came forward and stated the City Engineer was supposed to <br />check on septics due to the distance of wells to the roadway. <br />The City Engineer stated it is up to the County to consider road width stance to well locations. <br />That item should not be on the list of key issues. <br />Apollo Business Center, Conditional Use Permit (3/5 Vo t ' e 're ohn Powell — Staff <br />advised G.M. It was designed to comply with <br />County and State Aid design d. ds. a''o accommodate proper design of the storm sewer system, <br />the roadway had to be rai d abo surrounding elevations. <br />In order to provide fill to bold to the Apollo Drive contractor, borrow pits were created in the <br />Apollo Business Center. It -.s expected these pits would later be utilized as storm water pond site. <br />In order to modify the location and depth of the excavations, and to provide fill for the proposed <br />building site on parcels D and E, the developer expects to move in excess of 80,000 cubic yards of <br />material. Section 12.B of the City's Zoning Ordinance states "When five thousand (5,000) or more <br />cubic yards of material is to be removed or deposited on any lot or parcel, a conditional use permit <br />shall be required ". Based on ownership of five (5) parcels, the applicant is able to move 25,000 cubic <br />yards of material without a CUP. However, in order to allow the site grading to continue a CUP must <br />be obtained. <br />The proposed plan is consistent with the site plans that have been submitted for Twin City Fab and <br />Marmon/Keystone. The CUP grading plan does not include detailed landscaping information, which <br />has, or will be, provided with the site plan applications for the individual sites. <br />6 <br />• <br />
