• <br />COUNCIL MINUTES AUGUST 28, 2000 <br />The proposed grading plan includes fill, excavation, storm sewer construction, and wetland alteration. <br />Rice Creek Watershed District (RCWD) is the LGU in this part of the City and has the responsibility <br />for reviewing the proposed wetland alterations. The RCWD has reviewed the proposed grading and <br />wetland alteration and authorized permit issuance upon completion of two (2) items. City staff <br />expects the applicant will satisfy these conditions. Staff referred to the minutes from the <br />Environmental Board meeting from their May 31, 2000, meeting regarding this issue. <br />Staff recommended approval of the Conditional Use Permit based on conditions. <br />Council Member Reinert moved to approve the Conditional Use Permit for Grading based on the <br />following conditions: <br />1. A rock or wood chip construction entrance must be included for erosion control. <br />2. The permit must be acquired from the Rice Creek Wate d District. <br />3. Any grading activity, including any hauling of m <br />allowed working hours as follows: <br />stricted to the City's <br />Monday- Friday :00� to 7:00 p.m. <br />Saturday 00 a.m. to 5:00 p.m. <br />Sundays/Holidays . working hours allowed <br />4. Provide a schedule, includin o dates, for proposed grading. Interim <br />completion dates can be future development sites. <br />5. A Letter of Credit ; equ d running to the City equal to 150% of the <br />construction cos <br />6. An escrow deposi r imburse the City for the cost of periodic site visits would be <br />required. <br />7. Any work in e right -of -way requires approval from Anoka County. <br />Council Member O'Donnell seconded the motion. <br />Mayor Bergeson clarified that the permit is being issued to G.M. Development <br />Motion carried unanimously. <br />Marmon Keystone, Site Plan Approve/Conditional Use Permit (3/5 Vote Required), Jeff Smyser <br />— Staff advised the application includes a site plan and conditional use permit. The business <br />processes metal pipe and tubing. Some outdoor storage of pipe, tubing, and other material will be <br />needed, which requires a conditional use permit. Staff presented their analysis of the application and <br />findings required for consideration of a conditional use permit. <br />
