COUNCIL MINUTES AUGUST 28, 2000 <br />• <br />Staff advised the Planning and Zoning Board reviewed this item at their August 9, 2000, meeting. <br />The Board approved the request, based on conditions, with a 5 -1 vote (Corson). Staff recommended <br />approval of the site plan and conditional use permit also based on conditions. <br />Council Member O'Donnell asked if there were changes to the landscaping plan after the <br />Environmental Board has reviewed this item. Staff advised the applicant did not have a landscaping <br />plan when the Environmental Board reviewed the request. The Environmental Board recommended a <br />full plan be submitted. A full plan was submitted and forwarded to the Environmental Board and <br />Environmental Specialist. <br />Council Member O'Donnell moved to approve site plan and conditional use permit based on the <br />findings in the staff report and the following conditions: <br />1.
