• <br />• <br />Highland Meadows West 2nd Addn. <br />December 11, 2000 <br />page 3 <br />Parks and Trails <br />Park dedication was addressed through the platting of Highland Meadows West. The 4+ <br />acre park land (Outlot C) and the trail (Outlot A) in the powerline area fulfilled the park <br />dedication. Those outlots were to be deeded to the City as park dedication. <br />ENVIRONMENTAL BOARD RECOMMENDATIONS <br />The Environmental Board considered the original application on October 25, 2000. The <br />Board recommended avoiding piecemeal development. <br />PLANNING & ZONING BOARD RECOMMENDATIONS <br />The P & Z reviewed the project at its November 8 meeting. There were a number of <br />minor items to be corrected with revised plans before City Council review. The applicant <br />submitted the revised plans and additional information. A lot was increased in size to <br />meet the minimum above the pond elevation, a second outlot was attached to the larger <br />outlot, and the Rice Creek Watershed permit was updated. Therefore, three conditions <br />approved by the P & Z have been resolved and do not appear in the recommended <br />conditions below. <br />CONDITIONS OF APPROVAL <br />The following conditions of approval should apply: <br />1. No additional development shall occur in Outlot A, Highland Meadows West 2nd <br />Addition until safe and efficient circulation in the area including Main St. access is <br />addressed to the satisfaction of the City and Anoka County. <br />2. Existing septic systems on Lot 1 Block 2 and Lot 1 Block 1 shall be properly <br />abandoned. Both properties shall connect to City utilities. Existing wells may be <br />retained only for irrigation. <br />3. Final utility, grading, and drainage plans must obtain approval from the City Engineer <br />prior to site grading. <br />OPTIONS <br />1. Approve the preliminary plat with the conditions listed. <br />2. Return to staff with direction. <br />• RECOMMENDATION <br />Option 1 <br />
