CITY COUNCIL WORK SESSION NOVEMBER 8, 2000 <br />trail corridor. To accommodate screening, the corridor was made 30 feet wide instead of <br />the standard 15'. <br />Staff advised this issue has been discussed with Mr. DeGardner, Director of Public <br />Services. He concluded that the trail should be included and should be in its proposed <br />location. Staff referred to a drawing that shows that moving the trail one lot would <br />require crossing (and filling) additional wetland. Staff also referred to a plan for <br />Birchwood Park that shows the planned trails. <br />Council Member Reinert asked when the park will be developed. Staff advised the actual <br />time table is unknown. It is intended that the trail will be paved right away. <br />Council Member O'Donnell asked if the alternatives outlined have been shown to the <br />homeowners. <br />Mr. Rick Carlson, developer, came forward and stated he has nc <br />homeowners. At the last meeting it was requested that the 9;4 <br />will not work. He stated he will be requesting plat appro <br />also an option to take the trail out. <br />Council Member Dahl inquired about the type of <br />ed to the <br />. That option <br />Tier. She expressed concern <br />relating to the statement that the Council agreed about the extension and how it relates to <br />the larger issues of the road. She stated she was not present at that meeting. She asked <br />how many votes will be needed to pass the project. Staff advised a 4/5 vote will be <br />needed. <br />The City Engineer advised the roadway would have a turn around constructed with <br />barricades. In the future the barricades will be taken down. <br />Council Member Carlson expressed concern regarding the language used in the memo. <br />She stated the compromise was to bring the residents in to help make a decision.
