• <br />• <br />• <br />AGENDA ITEM 7 B <br />STAFF ORIGINATOR: Jeff Smyser <br />CITY COUNCIL MEETING DATE: March 26, 2001 <br />TOPIC: Resolution 01 -45 Approving Minor <br />Subdivision of VFW Property on Apollo <br />Drive <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />The Circle Lex VFW Post #6583 owns property on Apollo Drive. The property was <br />originally about nine acres but was cut in two by Apollo Drive. The result is one large <br />tax parcel divided by a road easement. The application is to split the property into three <br />lots which will better reflect the real situation. Land on the north side of Apollo Drive <br />will be split into two lots, one 1.47 acres and one 1.5 of acres. Land on the south of <br />Apollo will be a separate parcel of 4.1 acres. The VFW will sell the 1.5 -acre lot to Lino <br />Lakes Dentistry, which wants to build a new office building on the site in the near future. <br />The goal is to sell the other lots in the future. <br />ANALYSIS <br />The site is zoned GB General Business. The minimum lot area is 20,000 sf, with a <br />minimum lot width of 100 ft. As shown on the survey, there will be 1.47 acres remaining <br />on the north and 4.1 acres on the south. Both have adequate area and road frontage. <br />The City and Anoka County have a joint powers agreement regarding access <br />management on Apollo Drive. To comply with this agreement, we are requiring a joint <br />driveway on the new parcels on the north of Apollo Drive. This driveway easement is <br />shown on the survey. We also are requiring a shared driveway agreement between the <br />two parcels. <br />On February 13, 2001, the Planning & Zoning Board recommended approval of the <br />minor subdivision with two conditions: 1) a revised survey document is provided <br />indicated a shared access drive with the piece to the west and 2) a shared driveway <br />agreement is provided for the access drive. <br />This agenda item was postponed at the March 12 City Council meeting because we had <br />not received the shared driveway agreement.. We expect to have it for the March 26 <br />meeting. <br />
