• <br />• <br />• <br />Noise <br />A noise impact analysis was completed as part of the Indirect Source Permit (ISP) application for <br />this project. The ISP is provided in Exhibit H. The project has the potential to generate noise from <br />four types of sources: <br />1. construction activities, <br />2. additional traffic generated by the project, <br />3. loading dock trucks, and <br />4. roof -top fans. <br />Minnesota Noise Standards <br />Minnesota Rules Chapter 7030 provide the Minnesota standards for noise. These standards <br />describe the limiting levels of sound established on the basis of present knowledge for the <br />preservation of health and welfare. These standards are designed to be consistent with sleep, <br />speech, annoyance, and hearing conservation requirements for receivers within areas grouped <br />according to land use activities. Lso <br />means the sound level which is exceeded 50 percent of the time for a one -hour period. Sound <br />levels are expressed in dBA. A dBA is a unit of sound level expressed in decibels and weighted <br />for the purpose of determining the human response to sound. <br />Minnesota Statutes, Section 116.07, Subd. 2a, exempt noise from most local and county roads <br />from the requirements of these noise rules unless full control of access to the road has been <br />acquired. <br />Construction Noise <br />Construction noise will be controlled by ensuring that all equipment has proper noise reduction <br />devices. In addition, construction activities will occur only during daytime hours, as required by <br />City of Lino Lakes Ordinance 04 -96 that specifies hour of operation from lam to 8pm (weekdays) <br />and gam to 7pm (weekends and holidays). <br />Traffic Noise - I -35W Noise <br />The small relative amount of traffic increase on I -35W due to this project will not result in a <br />measurable change in noise generated from the highway. Homes along 77th Street where I -35W <br />is the major noise source, will see some reduction in noise levels from the interstate due to the <br />barrier effect of the project buildings. SBP used the traffic -noise model Minnoise to determine the <br />potential effect of these buildings on noise levels along 77th Street.
