AGENDA ITEM 7E <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: May 29, 2001 <br />TOPIC: PUBLIC HEARING — 21st Avenue Street and Storm Sewer <br />Improvements <br />VOTE REQUIRED: 3/5 Vote required to close the hearing <br />BACKGROUND: <br />On April 23, 2001, the City Council received a Feasibility Report, and set the <br />Public Hearing, for the installation of storm sewer and street along 21st Avenue, <br />south of Main Street. This report had been prepared to address transportation <br />and storm sewer needs of the Clearwater Creek Business Center area. <br />On May 22, 2001, Lino Lakes staff met with Centerville staff to discuss the <br />details of the feasibility study and related issues. The feasibility study had been <br />prepared based on a Joint Powers Agreement (JPA) previously approved by the <br />City of Lino Lakes. Centerville staff has requested changes in the JPA which <br />affect some of the cost and assessment data in the study. A revised study that <br />incorporates the requested JPA changes will be submitted and presented at the <br />hearing. No further action will be requested until the City Council has had an <br />opportunity to consider the revised JPA. The revised JPA will be prepared, <br />submitted to Centerville staff for review, then brought to the Lino Lakes City <br />Council for your consideration on June 11, 2001. <br />OPTIONS: <br />1. Continue the Public Hearing. <br />2. Close the Public Hearing. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends closing the public hearing. <br />
