CITY COUNCIL WORK SESSION <br />JUNE 19, 2001 <br />for review time. The applicant agreed to postpone the project to the June 25 Council <br />meeting. <br />City Planner Smyser reminded the Council that staff is recommending approval of the <br />application. The Planning and Zoning Board recommended denial but gave no reason. A <br />reason for denial must be given at the time of denial if the Council denies the application. <br />Mayor Bergeson stated Council Members must need to be prepared with Findings of Fact <br />if the application is denied. <br />City Planner Smyser noted the Environmental Board also approved the application based <br />on recommendations. He briefly reviewed the staff analysis of the project noting the park <br />dedication, utilities, and land use and zoning issues. <br />Council Member Dahl asked if the Bisel Amendment will be in of <br />the north. The backs of the houses will be on the development side of this project. <br />Council Member Dahl stated the residents in that area do not want the road put in and/or <br />want some type of screening installed. City Planner Smyser stated staff did look at the <br />road configuration. There are wetland issues. It is possible to move the roadway down a <br />bit to provide an area for screening. <br />Mr. John Hill, Heritage Development, stated he has already purchased the right -of -way <br />for the roadway.
