Reasons for the recommendation to deny the project from the Planning & Zoning <br />Board. <br />The Planning & Zoning Board did not state reasons for the recommendation to deny. <br />The attached minutes accurately reflect the discussion. Boardmember Lyden asked <br />about costs of utilities, opposed requesting additional MUSA, and said that houses <br />these days are getting too big for the lots, so he would prefer R -1X zoning. <br />Staff notes that utility costs are addressed in the feasibility study prepared by the City <br />Engineer and summarized below. <br />The application is a request for allocation of some of our MUSA reserve. This <br />project is in the location designated for use of MUSA reserve and meets the <br />requirements of the City's infill and MUSA reserve policies. The property is one <br />parcel that is cut in half with the current zoning and MUSA line. The MUSA and <br />rezoning requests include only the southern half of the property. <br />8. Cost breakdown of road and utilities to serve the project and who will bear the costs. <br />The cost break down to serve the Saddle Club with utilities from the west or from the <br />north is shown below: <br />The prices shown include a 10% contingency and 20% for engineering, legal, and <br />administrative costs. These costs assume that the City would pay for the extension of <br />the trunk watermain. <br />The estimated Trunk Assessments for the Saddle Club are $180,157. Using the total <br />costs from the table above, the net impact on the City trunk funds is as follows: <br />Service from the West <br />Service from the North <br />- $98,389 <br />- $309,859 <br />Extending the utilities from the north will cost the City an additional $211,470 <br />Environmental Board Recommendation <br />There was some discussion about the Environmental Board review of the project. As <br />noted in the April 28 memo attached to the staff report, the Environmental Board <br />recommended approval of the project, with some additional comment.
